PUBLIC NOTICE DES. NO. 1700439 The Vigo County Board of Commissioners is planning to undertake a bridge project, funded in part by the Federal Highway Administration (FHWA). The project is located along West French Drive, 0.6 miles east of State Road 63 in Prairie Creek Township, Vigo County (Vigo Co. Bridge 77). Under the preferred alternative, the proposed project would involve removing and relocating the existing Vigo Co. Bridge 77, a single-span, steel pony truss constructed in 1941, constructing a new bridge in its place. The new bridge would consist of a single span prestressed concrete bulb-tee beam superstructure, utilizing a thrie beam bridge railing. Approximately 875 feet (ft.) of approach roadway work on French Drive would be required as part of the bridge replacement project. West French Drive would consist of two 10-foot-lanes bordered by 2 ft. shoulders to provide a bridge clear roadway width of 24 ft. It is anticipated that 1.2 acres of permanent and 0.2 acre of temporary right-of-way acquisition be required. The existing bridge would be relocated by Vigo County to an off-site location in Prairie Creek Park, located approximately 0.5 mile east of the existing bridge's current location. Vigo County Bridge No. 77, which has been previously determined eligible for the National Register of Historic Places (NRHP), is classified as a ''Select'' bridge by the INDOT Historic Bridge Inventory and, thus, the procedures outlined in Stipulation III.A. of the Historic Bridges Programmatic Agreement (HBPA) will be followed to fulfill FHWAs Section 106 responsibilities for the project. Per Stipulation III.A. of the HBPA, INDOT will hold a public hearing for the project prior to completion of National Environmental Policy Act (NEPA) studies. The hearing will be advertised at a later date. To satisfy FHWA's Section 106 responsibilities for the other historic resources that may be in the Area of Potential Effects (APE), FHWA will comply with the requirements of 36 CFR Parts 800.3-800.6. Regarding other resources in the APE, the Indiana Department of Transportation (INDOT), on behalf of the FHWA, has issued a No Historic Properties Affected finding for the project due to the fact that no other historic properties are present within the APE. In accordance with the National Historic Preservation Act, the views of the public are being sought regarding the effect of the proposed project on the historic elements as per 36 CFR 800.2(d), 800.3(e) and 800.6(a)(4). Pursuant to 36 CFR 800.4(d)(2), the documentation specified in 36 CFR 800. 11(d) can be viewed electronically by accessing INDOTs Section 106 document posting website IN SCOPE at http://erms.indot.in. gov/Section106Documents. Persons with limited internet access may request project information be mailed by notifying the contact listed below. This documentation serves as the basis for the No Historic Properties Affected finding. The views of the public on this effect finding are being sought. PUBLIC HEARING NOTICE On or about November 20, 2020, the Town of Walton intends to apply to the Indiana Office of Community and Rural Affairs for a grant from the State Community Development Block Grant (CDBG) Stormwater Program. This program is funded by Title I of the Federal Housing and Community Development Act of 1974, as amended. These funds are to be used for a community development project that will include the following activities: construction of a Stormwater Project. The total amount of CDBG funds to be requested is $600,000. The amount of CDBG funds proposed to be used for activities that will benefit low and moderate-income persons is $306,000. The Applicant also proposes to expend an estimated $60,000 in non-CDBG funds on the project. These non-CDBG funds will be derived from the Sewer Depreciation fund. PUBLIC NOTICE NO: 20200901-IN0020818-WER; NOTICE DATE: SEPTEMBER 1, 2020; RESPONSE DATE DUE:OCTOBER 1, 2020; I. PERMITTEE: City of Lebanon, BOONE COUNTY, 802 Lafayette Avenue, Lebanon, IN. On June 24, 2020, this permittee submitted a Site-specific Water Effect Ratio (WER) study for copper under Rule 327 IAC 2-1-8.9(a)(1)(B)(i). The applicable Indiana aquatic life criteria for copper contained in 327 IAC 2-1-6(a)(3), Table 6-2, are expressed as a function of the WER. A WER is a criteria adjustment factor that accounts for the effect of site-specific water characteristics on pollutant bioavailability and toxicity to aquatic life. The WER for a toxicant is expressed as the Lethal Concentration for 50% mortality (LC50) measured in site water divided by the Lethal Concentration for 50% mortality (LC50) measured in side by side tests in laboratory dilution water from acute aquatic toxicity tests. A value of one (1) is used for the WER, unless an alternate value is established as part of a site-specific study. The City of Lebanon completed the WER for copper for the receiving water (Prairie Creek) in order to re-evaluate the final effluent limitations for copper in their NPDES permit. IDEM has determined the study to be complete and is providing Public Notice of the receipt of the WER in accordance with 327 IAC 5-2-11.2 in order to solicit public comments. This notice is being published in the Lebanon Reporter and on IDEM's web site for public notices. II. Facility Operations: City of Lebanon owns and operates a Class III 3.4 MGD activated sludge wastewater treatment facility with a discharge to Prairie Creek. III.
