Based on 8,760 hours per year of operation, the unlimited increase in CO, NOx, PM, PM10, PM2.5, SO2, VOC, and HAP emissions are 87.31, 34.92, 1.75, 1.75, 1.75, 13.33, 17.46, and 7.47 tons per year, respectively. Practically enforceable permit conditions will limit sitewide CO and NOx emissions to less than 100 tons per year and formaldehyde emissions to less than 10 tons per year to assure Title V permitting and PSD permitting is not applicable to the project. Operation of the source cannot commence until a valid operating permit is issued. The construction of the proposed project is entirely at the applicant's own risk. DES. # 1800237 LEGAL NOTICE OF PLANNED IMPROVEMENT The City of Lebanon is developing plans for proposed improvements to Grant Street from Indianapolis Avenue (State Road 32) to Fordice Street. Phase I of the project includes Grant Street reconstruction from Washington Street to Fordice Street, and reconstruction of Williams Street from Prairie Creek Bridge to Grant Street. Phase 2 includes Grant Street reconstruction from Indianapolis Avenue to Washington Street except for Boone County Bridge No. 312 over Prairie Creek. The project is in Boone County, Indiana. The need for the project comes from deteriorating pavement, in the form of alligator cracking and raveling, insufficient on-street parking, inadequate drainage, and limited pedestrian facilities. Drainage is currently handled by a roadside ditch, which suffers from frequent ponding allowing water to spill out onto the roadway. Residents commonly park in the grass buffer, creating strips of dirt and gravel adjacent to the street, due to the lack of official paved parking along Grant Street. The existing sidewalks do not extend through the length of the corridor on either side of the street, and the sidewalks and curb ramps are not Americans with Disabilities Act (ADA) compliant. The purpose of the project is to address the overall deteriorated condition of the pavement, improve stormwater drainage, address the lack of on-street parking, and improve the linkage of pedestrian facilities within the project area. Phase 1, between Fordice Street and Boone County Bridge No. 312 (exempt) over Prairie Creek, the reconstructed Grant Street will consist of one 11-foot travel lane in each direction; two 7-foot, 6-inch parallel parking lanes; two 2-foot curbs and gutters; two 4-foot grass buffers; and two 5-foot concrete sidewalks. Parking lane bumpouts will be installed at intersections to delineate parking areas and calm traffic. The project will include drainage improvements, street lighting, and street trees. Curb ramps in all quadrants of the Washington Street intersection may be replaced. The centerline of Grant Street, south of Fordice Street to Indianapolis Avenue, will be realigned approx. 12 feet to the east of its current location to better align with Grant Street north of Fordice Street. Williams Street will be reconstructed from the Williams Street/Grant Street intersection for approximately 455 feet west in order to facilitate storm sewer trunk line installation on the south side of the road. The reconstruction will also include one 11-foot travel lane in each direction; two 2-foot, 7-inch curbs and gutters; and two 5-foot concrete sidewalks. The Williams Street bridge over Prairie Creek is not within the project limits and no work is proposed. The typical section of Grant Street between Indianapolis Ave and the south end of Boone County Bridge No. 312, Phase 2, will be similar; consisting of one 11-foot travel lane in each direction; two 2-foot, 7-inch curbs and gutters; two 4-foot grass buffers; and two 5-foot concrete sidewalks. The project will include drainage improvements, street lighting, and street trees. The three-way intersection between Grant Street and Indianapolis Avenue (State Road 32) will also be realigned 12-feet to the east to reduce skew. In order to facilitate adequate drainage, new storm sewers will be installed throughout the limits of the project, which is proposed in both phases. North and south of Williams Street, along Grant Street, new inlets will connect the new storm sewers, necessary to provide adequate flow with the new pipe size. Williams Street will have new storm sewer inlets that will connect to a new storm sewer trunk line, which will outlet through an existing pipe into Prairie Creek. The project requires approximately 1.65 acre of permanent right-of-way (ROW) consisting of residential, agricultural, commercial, and industrial land for the 12-foot lane shift east of the existing. The project also requires approximately 0.60 acre of temporary ROW for private drive turnouts, street tree planting, and drainage updates. The project will be constructed under traffic during the majority of the construction, the maintenance of traffic (MOT) will be conducted in three phases. Phase 1 and 2 MOTs will consist of closure and detour of southbound traffic, and maintenance of northbound traffic through the construction area. Phase 2 also includes closure of Williams Street. The following routes will be utilized for the detour: Washington Street (west of Grant Street), N. Park Street, Fordice Street (west of Grant Street), and Glendale Drive. Phase 3 of the MOT will consist of detours and closure of southbound traffic, and maintenance of northbound traffic through the construction area on Grant Street. The intersection of Fordice and Grant Street will be closed and barricaded for Phase 3, as well as the northern portion of the intersection of Washington and Grant Street. Detour routes include Washington Street (west of Grant Street), N. Park Street, Outer Drive, Ann Street, and Glendale Drive. School corporations and emergency services will be notified of closures prior to construction. The proposed start of construction is Fall 2022. The cost associated with this project is approximately $3.2 million which includes preliminary engineering, right-of-way, and construction using both federal and local funds. The Federal Highway Administration (FHWA) and INDOT have agreed this project falls within the guidelines of a Categorical Exclusion (CE) Level 2. NOTICE OF PUBLIC HEARINGS Notice is hereby given that public hearings will be held before the Goshen Plan Commission for the City of Goshen, Indiana, at 4:00 pm on the 15th day of September 2020 in the Council Chambers, Police and Courts Building, 111 East Jefferson Street, Goshen, Indiana. The public hearings will begin at 4:00 pm. ZONING ORDINANCE TEXT AMENDMENT Petitioners: City of Goshen Plan Commission Petition: An amendment to the Goshen Zoning Ordinance, Flood Control District (Overlay) Regulations and Definitions, based upon the State of Indiana Model Ordinance for Flood Hazard Areas. The amendment is proposed in order to make changes based on recent updates to the Indiana Model Ordinance, to continue compliance with the minimum participating criteria of the National Flood Insurance Program (NFIP). Most changes are in wording and terminology, but there is one substantive change which will remove the provision that allows only one non-substantial addition or improvement to an existing structure. With this provision removed, a structure could have more than one non-substantial addition or improvement. Copies of the proposals are on file for examination before the hearing and may be requested by emailing planning@goshencity.com or by calling 574-534-3600 during normal working hours of the Goshen City Planning Department. The Plan Commission will consider all written objections to the proposal that are filed with the Plan Commission Secretary at the Goshen City Planning Department via email or US Mail before the hearing, and all interested parties will be given the opportunity to comment on the proposals at the public hearing.
